As the lead counterintelligence agency in the United
States, the FBI is responsible for identifying and neutralizing existing
national security threats. Protection of U.S. national security is the
FBI's top priority. Foreign Counterintelligence (FCI) is a critical
component of the FBI's overall strategy, second only to
counterterrorism. As the lead agency for FCI in the United States, and
the primary investigative component of the Department of Justice, the
FBI has the responsibility to oversee the integration of U.S. law
enforcement and intelligence efforts to ensure that all available means
are brought to bear to mitigate this ongoing and daunting threat,
consistent with our laws and policy.
The foreign intelligence
threat currently facing the United States from foreign nation-state and
non-state actors is increasingly complex and asymmetrical. U.S. national
security is gravely threatened by foreign intelligence services and
their assets who are dedicated to using all means at their disposal to
obtain strategic information which enhances the strategic position of
their country while disadvantaging the United States. Our adversaries
are especially active in areas where they perceive great FCI
vulnerabilities.
The investigative priorities of the FCI Program are
to:

Prevent or neutralize the foreign acquisition of
technology related to the development of weapons of mass destruction
(WMD).

Prevent the penetration of the U.S. Intelligence
Community.

Prevent the penetration of U.S. Government
agencies of contractors.

Prevent the compromise of U.S. Critical National
Assets.

Conduct aggressive CI operations and
investigations focusing on those countries that constitute the most
significant threat to U.S. strategic interest.
